MUST I roster a minor leaguer in my system at .3? If I do not are they draftable? For example. Carlos Truinfel is one of my better prospects, but is not going to see the majors this year and probably not next. So is he draftable if I do not roster him at .3?

If you dont roster him any other team can claim him once the rosters are finalized.

Yeah, it wont be for a long time. Probobly a few weeks before the real MLB season starts and after free agency.

So they are not draftable but will be on waivers after rosters are finalized a (likely a few weeks before the season starts).

Not draftable but you risk losing them if you dont roster them. But that is correct.

They gotta be eligible there for whatever fantasy site we use, I'd think. Not sure what ESPN's rules are, but on Yahoo a player needs 5 starts or 10 games total the previous year to be eligible or to gain eligibility.

Question: Now that I have King Felix as a 6th year player on my roster, if I plan not to Franchise him but attempt to resign him, do I make an offer with the 15% home discount already figured in or do I wait to do that until after I win him in free agency?
For example. Seattle GM offers 4/60 million. I offer 3/55 million plus my 15% off. Would I write 3/55 or would I write 3/46,750,000?
