Commissioner: I, Jordan, am commissioner of this league and will be the final decision-maker for league policy. You must agree with this before joining the league.
Price: This league is free.
Rosters: A roster must include the following: C, 1B, 2B, 3B, SS, LF, CF, RF, DH, 5 SP, 5 P. The number of total players in an organization is not limited.
Scoring: Categories are OBP, SLG, SB, K, and XBH for hitters, and QS, ERA, SV, HD, and SO for pitchers. Matchups will be weekly head-to-head with no interleague play, and the winner of the matchup is awarded a single win. Standings will be kept accordingly.
Playoffs: A winner from each division plus one wild-card winner in each league will advance to the playoffs, with each league's winner facing off in a World Series.
Salary Schedule: A first-year player costs $0.3M, followed by years of $0.5M, $0.7M, $0.8M, $1.0M, and $1.5M in their first six service years. A service year is 130 ABs for a hitter and either 50 IP or 25 games for a pitcher, whichever is achieved first. After six years, a player is a free agent.
Salary Cap: Each team has a salary cap of $100M that will not increase in future seasons.
Franchise Tag- Each team is allowed one $10million franchise tag which they can use on ONE player that has more than 6 years experience. It lasts one season, and the player will be eligible for free agency after the 2010 season. Franchise tag is for the 2010 season only and you will not be able to use one next season.
Prospects: Prospects are assigned a salary equal to a first-year player ($0.3M). If a team does not roster a prospect by March 1, then that prospect automatically goes on waivers, available to be claimed by any team. Prospect salaries count against the cap.
Free Agency: Any team can bid on a free agent. The team that offers the most total money is the winner. However, the yearly rate (a multi-year contract must have identical salaries in each year) must be within 20% per extra year of the next-best yearly rate that offers less total money. Example: 1 year-$8M vs. 2 years-$10M contract. The yearly rate on the 2 year deal is $5 million. However, under this system, the deal must be worth at least $6.4M ($8M times .8) annually, for a final contract of 2 years-$12.8 million. For each additional year offered above the next-best number of years, you can knock off twenty percent per year. For a 3 year deal in this structure, you'd have to offer at least $5.12M per year ($6.4M times .8) for a final offer of three years-$15.36 million. The maximum number of years offered is seven years. A player is awarded to a team after no other team has offered a higher bid amount for 24 hours. A signed free agent cannot be traded until May 1 of the season. One team can sign only three players in any one position category.
Hometown Advantage: A team that has a player reach free agency gets a hometown advantage in the bidding process. That advantage offers a 15% discount on all bids, so a bid of $10M is actually charged for $8.5M against a team at the end of the bidding process. That price is transferred in trades.
Dropping Contracts: A team that finishes in last place in a division has the right to drop one free agent contract at the end of the year with no penalty. All other free agent contracts are guaranteed for the duration of the contract.
Position Eligibility: A position player must start 5 games or play 10 games at a position to be eligible at that position.
Trade Approval: A trade must be posted in the 'Trades' section, and must be approved by six owners to be finalized. Four vetoes cancel the trade. Owners that are in the same division as one of the owners in the trade cannot veto the trade, but they can approve it.
Trade Deadline: The trade deadline during the season is September 1.
Waivers: All players not rostered by March 1 will automatically be placed on waivers and are eligible to be claimed by any team. One team can make three waiver claims within a single week. Free agent contracts cannot be waived, but all contracts of players in the first six years can have their contract waived with full salary relief. Any claiming team takes on their corresponding salary. For example, if you claim a sixth-year player, then you must pay him the $1.5M he is owed under the salary structure of the league.
Draft: We will hold an international draft each year beginning on November 11 (except in year one, where it will begin as soon as we have the owners filled in). The draft will last ten rounds, and all players drafted in the most currently-finished draft are eligible, as well as any future eligible players. This means that in the first draft, players drafted in 2009 are eligible, plus players that will be eligible in 2010, 2011, and 2012 (2013 if you have enough information). The order is in reverse order of finish from the season just finished, and the first draft will be in the raw order for the 2010 draft found here, taking out the compensation picks (Rangers and Rays). In addition to players in the draft, players that have been signed in the recently-past July 2 signing period for international players are eligible for the current draft. For the first draft, that includes players such as Miguel Sano and Gary Sanchez, and even though Wagner Mateo's contract was voided, he will be included in this draft. A team has 12 hours to make their pick from the time that the previous team has made their pick. If they do not choose within that time period, then I will make their pick for them, and it will likely not be the player they desire. Players that go undrafted, but have signed a pro contract, are eligible to be protected by their corresponding real-life team in this league. If an undrafted player that has signed a pro contract has not been rostered within a week of the end of the draft, then that player is on waivers and is eligible to be claimed by any team. Players that go undrafted, but have not signed a pro contract in real life, will automatically be placed into the next year's draft pool. All players that are drafted have their rights retained indefinitely, until they reach free agency in our league structure.
Draft Pick Trading: Draft picks may be traded before the draft, and you may trade recently-drafted picks as soon as the draft is concluded.
Free Agent Compensation: Players entering free agency will be classified as Type A, Type B, and Type C free agents, and that corresponds exactly with the Elias rankings in real life. To be eligible for compensation, a free agent must be signed away from their former team for a price that is higher than their previous year's salary, and the losing team must have offered at least that previous year's salary in the bidding process. When that occurs, the team losing the player will receive a sandwich pick between rounds 1-2 for a Type A free agent, and between round 3-4 for a Type B free agent. .
Collusion: Any owners found colluding will be dismissed immediately, and their transactions will be reversed.
